This Workforce Education and Training component is consistent with and supportive of the vision, values, mission, goals, objectives and proposed actions of California's MHSA Workforce Education and Training Five-Year Strategic Plan (Five-Year Plan), and San Joaquin County's current MHSA Community Services and Supports component.
The Mental Health Services Act (MHSA) component for Prevention and Early Intervention (PEI) provides services at the early end of the mental health spectrum. PEI programs are intended to be individual/family-driven systems delivered in natural community settings. PEI has a wellness focus which includes the concepts of resiliency and recovery, and recognizes the underlying role of poverty and other environmental and social factors. PEI will address all age groups, address underserved cultural populations with the objective of improved mental health resilience, reduced risk for emotional or mental disturbance, or fewer negative consequences from emotional/mental disturbances or illnesses.
Community Services and Supports plan is to increase access to mental health care, with focus on nine priority ethnic and cultural populations by focus on community, culture, hope, consumer and family-driven services and system integration for mental health recovery.
The Mental Health Services Act Housing Program provides funding for capital development & operating subsidies for the acquisition, construction and/or rehabilitation of rental housing. This supportive housing will be available for persons with serious mental illness who are homeless, or at risk of homelessness.
